1. There are three M. P. 's letters about members of the Hong Kong Police Inspectorate for reply. The letters are as follows:-

(a)

No. 8 from Mr. Battley regarding Messrs. Saul

and Brown (ex-Metropolitan Police)

(b) No. 10 from Mr. Hobson regarding Mr. Winch

(ex-Metropolitan Police)

(c) No.11 from Mr. Lindgren regarding Mr. Brawn

(ex-Northants County Constabulary).

With the exception of two new points arising out of/recent Hong Kong Salaries Commission Report the matters complained of have been previously dealt with see Mr. Nicholl's Note of 31st May at (12). As regards pay and seniority in the Hong Kong police ex-Metropolitan and ex-County Police are in the same position. As regards pension rights the position differs. Ex-Metropolitan Police count their home service for pension, ex-County (and ex- Borough) Police do not. We have taken up this pensions point regarding ex-County and ex-Borough Police with the Home Office, but are not very hopeful of the outcome.

3. (42) on the 1947 file gives the Secretary of State's reply to a Petition forwarded by the Governor with his despatch at (37) on the same file. (41) on the same file is our approach to the Home Office on the pensions question. Draft C herewith is the proposed reply regarding (c) above. It re-states what has already been said in (42) on the 1947 file viz. briefly, that, as regards Home pension rights
